Ever since Windows 10 was installed on my laptop, I get an error message MySQL not reachable. My VPN gets to my server, so the issue seems to be with RGP. The error code is 10500

We have no reported issues with Windows 10 and lots of folks using it. I suspect this is a firewall/access issue regarding the MySQL process (which uses port 3306) on the server and your laptop.
Have you tried turning off the Windows firewall temporarily on your laptop and/or server to see if the problem goes away? If so, it is a configuration issue with your firewall on either of the computers.
