Can pre-paid members or "free" members (staff) invoice product?
I know that EFT members with a CC on file can buy product and just have it billed off their CC on the first of the month but does this work for the other memberships types as long as they have a CC on file?

Yes it does. Anyone with a billing relationship can have items placed on account.
