Alas, that is one of the only rules that doesn't exist. Though is there a reason why the "4th monday of the month" isn't actually better? It's probably easier for people to keep track of.

Yes, impossible. But for what it's worth you cannot do it in Google Calendar either so RGP isn't the only place that doesn't allow it. Even the mighty Google doesn't have it :)
