Presumably you just changed the dues LIST in settings, not the actual dues on members. To change the dues on members themselves, go to Manage -> Mass Dues Change.

You need to use that window to APPLY the changes to customers as required. You've updated your price list, but not actually applied the changes to any customers yet.
