Yes, just add a termination status with an END DATE in the future on the Status Tab. If your billing date is the 1st, you'll want them to terminate the month before on the 31st, for example.

It is not starting the app, so there is nothing for me to log. I'm not sure how, but you can control if Windows decides to use compatibility mode or not for a particular app.

RGP works fine with Windows 7, so it isn't a general problem. Have you tried NOT using compatibility mode?
